The Council of War
Select your copy, the sets on the table, the factions in play and any variants. Every step, ruling and script below adapts to your choices.
Your copy — both play the revised rules; an original-edition box needs the Revised Gameplay sheet's changes
Sets in play
Factions at the table — one per player, two to four; 4 players
Variants — optional; players agree before the game. Banners of War's need the expansion; its Road to Victory is now standard
Setup
Follow the steps in order; each cites its sources by printed page. Citations: Rules = the Revised Edition rulebook; Revised Gameplay = the May 2013 “Revised Edition Gameplay Changes” sheet; BoW = the Banners of War rules; FAQ 1.2 = the original-edition Errata and FAQ. Where they differ, the newest wins, and FAQ 1.2 is used only where the revised rules haven't changed or absorbed it.
